THank you for your reply! Yes, that would work if our president or anyone else important had a tiny bit of brain...For now,it looks like all people can do about animal cruelty in Serbia is to help stray animals and perhaps if anyone finds a wounded animal they could take it to the vet but those kind of people are rare...
