What exactly does it mean when a person has a dry sense of humor as well as having a dry wit?

When a person has a dry sense of humor it basically means that he/she doesn't get jokes easily as well as doesn't know exactly if the other persons are joking/joking around or being serious, am I correct?

A person with a "dry" sense of humor often says funny things with a serious, calm expression. They don't smile, laugh, or make silly faces. That is the definition of dry humor.
