From my experience, Views are not only counted by the views of the club's fans but also by the people who are not even users of this site. It counts how many people cliked on that link or saw that content in the internet too.Perhaps, there are a lot of people out there who searched for images by using the key words that are used in that content .This is the reason every good user of fanpop tells others to use appropiate key words while uploading a content.
That's not strange at all.
I've posted some of my photography on a club, and it got way more views than the people in that club. When you search on Google and etc, it brings up pictures from Fanpop and people who aren't on Fanpop's views are counted too. Plus people don't have to be a fan of the club to view it.
Since it's a One Direction image, no, there and tons, AND LITTERALLY TONS, people that are fans of one direction. So if someone google's one direction, and that image will come up, and they will look at it. So not strange at all.
