Amen! This is one of the questions that I immediately react with "Why do you even ask?" as in how is it not obvious it's Frodo and Sam? (: Besides, if it wasn't, Tolkien wouldn't have put THEM through the worst part of the war. How they got through it all should be clearly showing there could be no greater love and friendship than theirs is - essentially from Sam's part as Frodo was being corrputed by the Ring BUT it only makes it clearer; as in Sam STILL loved him and laid down his life for him and also Frodo protected Sam and expressed his appreciation for San. This should be no question, relly,

Frodo and Sam, they are not warriors but have been drawn into fights many times so you could see more of sacrificed moments from them.
However, for the other 2 pairs Legolas&Gimli and Merry&Pippin their roles are different.

Legolas and Gimli are both strong and warriors so you won't see much of emotional and sensitive scenes from them.
Pippin and Merry, I could see the strongness of their friendship in the scene where Merry lied in the battle and Pippin could find him. Merry"I knew you would find me" this phrase was really touching.

Pippin and Merry. There always there for each other but don't forget there related. Aragorn and Legolas isn't completely obvious, but the connection between them are pretty strong. Gimli and Legolas became best friends, as Legolas risked his life for Gimli drawing back his arrow to shoot Eomer in The Two Towers in the middle of the Plains of Rohan while the 3 were traveling to find Merry and Pippin. Eowyn and Eomer even though there brother and sister their extremely close. Gandalf and Aragorn, Gandalf is like his role model in alot of ways. Any more just ask because I'd like to add more. :)

It is hard to base the best out of Frodo and Sam and Legolas and Gimli because, the circumstances were so different, with Frodo and Sam...little hobbits out to save the world all by themselves, where Legolas and Gimli were out to help the hobbits save the world...they were both very very strong and I think that you can't pick one over the other...Legolas has his own way of showing friendship, so although It looks like he is really laid back and stuff, he really does like Gimli

The reason why is that they are not the same race, there was much dislike and mistrust between their races , and their parents would not have approved of their friendship (Thranduil having thrown Gimli's father into prison and the Dwarves helped sack Doriath by lying that the King had them killed when it was the Dwarves that tried to steal a Silmarill and slew the King when he tried to take it back; Thranduil's father was from Doriath). Yet they became such close friends that Gimli is said to have sailed West with Legolas after Aragorn died (even though Dwarves fear the sea). They were so close that they chose to sail together when Legolas could no longer resist the Sea Longing, that way they would not be separated.
