Well we've obviously already have an England, people have already pointed out Scotland as a non-Hetalia country, I'll be different say:
Wales
Republic of Ireland
Northern Ireland (Republic of Ireland and Northern Ireland are two different places, Northern Ireland is part of the UK, the Republic of Ireland isn't)
And then you could have the islands off the shores of Britain:
Isle of Wright, Isles of Scilly, Lindisfarne and Lundy (English Islands)
Anglesey (also known as the Holy Island) and Caldey (Welsh Islands)
Bressay, Whalsay, Yell, Fetlar, Unst and Fair Isle (Shetland Islands)
Burray, Southern Ronaldsay, Northern Ronaldsay, Hoy, Shapinsay, Eday, Westray, Papa Westray, Rousay, Stronsay and Sanday (Orkney Islands)
Lewis, Harris, Scalpay, North Uist, South Uist, Benbecula, Eriskay, Barra and Vatersay (Outer Hebrides)
Skye, Raasay, Canna, Rum, Eigg, Muck, Mull, Iona, Lismore, Seil, Easdale, Luing, Kerrera, Coll, Tiree, Islay, Jura, Colonsay and Gigha (Inner Hebrides)
Arran, Bute and Cumbrae (Clyde Islands)
Alderney, Guernsey, Herm, Jersey and Sark (Channel Islands)
Rathlin and Isle of Man (other islands that aren't part of Great Britain)
I think the islands would pretty much be 'sub-nations' like Sealand, I think. BTW the Shetland, Orkney, Channel, Clyde and Inner and Outer Hebrides Islands are all Scottish islands incase you didn't know.
