How many people have to rate the link so it gets 5 or 4 or at least some stars?

All it takes is a rating from one single person for the content to have a star rating. The stars shown are an average of the ratings that have been given. So if one person rates the link 5 stars, it'll show up as 5 stars. If one person rates it 5 stars and another rates it one star, it'll show up as a 3 star rating. Hope that answers your question! :)

yeah but once I rated a new link (5 stars) and it didn't show them.

If you're rating content posted from the same IP address, it won't accept the rating. Otherwise, I don't know what the problem could be. Try rating the content again :)
