On Fanpop home page there is a bar that is green and in the upper right (on my browser). It says "Start a new club".
If this was not what you were asking, sorry.
Fanpop doesn't allow new members to create clubs instantly. You have to wait a few months after creating your account before you can start a new club. It's supposed to make the creation of duplicate or spam clubs less likely.
