Why are some Spots bumped up to the beginning of the mosaic wall when videos are added but other Spots aren't?

as far as i know links will bump,picks wont,forums wont. images,articles and videos are wonky :P

I've always had a theory that generally the most active spots with videos that are posted every 2 seconds are the ones that don't go right to the top first. If a spot hasn't been updated in quite some time with a video, then it will bump it up.
