On which website do people create the fanpop banner?

I see a lot of spots having banner which multiple images are conbined nicely. On which website (or siftware?) can I go or download to do that?

Well I think they photoshopped the pictures together. If the question is how to do that for free, then go to pixlr type pixlr (not misspelled I think that's how you spell) to google and click on the website. Hope that helped
