How the heck do you create a club on here?

How the heck do you make a club? I've seen plenty of questions and answers that don't help. There is no green button, there is no link and no "browse spots" panel, the addspot URL doesn't work, the FAQ is no help because this website's interface is DIFFERENT and there is nothing on the Clubs page of this website's new interface! I am trying to create a club for my book! Please help a sister-pony out!

I am using an iPad and I am not sure that comes with Adblock.
