how do i make a club on fanpop?

help me!!! i've been searching this on internet and everyone says the same: go to fanpop homepage and scroll till you see create new club , but i dont see it right am i blind or something????? maybe cause there is a new design..?

you have to be on fanpop homepage this isnt the home page
