If you are trying to put it in your photo gallery,Fanpop doesn't allow you to have GIF icons,so it will not work.
If you mean in a club,then you are not supposed to change the name of the GIF.If you do,it only stays as a picture and doesn't move.
^If you didn't do that,I would suggest giving it some time for it to work.I usually have to wait also,since my GIFs don't work at first,but they eventually do.
