This means that the spot/club is still a "pending" spot. Once there are a sufficient number of members and contributions it gets promoted to a full spot. Normally this will have no effect on your fanpopping though. You can do anything on a pending spot like you can on a full spot.
Note that pending spots will not show in the main directory of spots but are in the "pending spot" queue.
