Those icons are called GIF icons. Try Googling that.
P.s. GIF icons don't 'work' on Fanpop. If you're planning to use GIF icons on Fanpop, then you're out of luck. You can upload GIF icons as your profile icon but those icons won't 'move' or 'change'. Just saying.
