I think the message was "temporarily suspended." The reason for this could be one of many things. A temporary ban is just that-- temporary. In a day or so, it may be reactivated.

There are many reasons that a user is temporarily suspended. The least worrisome of which is "auto-banning." This occurs when Fanpop detects a user posting the same content in a short period of time and assumes the user is a spammer. If your friend was posting the same comment in multiple places, this might be the cause.

Other more serious causes are from when users (or the fanpop four) report the user in question for "bad behavior" on the site, which means the user wasn't following the terms of service. If this is the case, and you don't know what your friend did wrong, you can ask the F4 about it. You can e-mail them from the main page, if you like. But these things include: multiple "ghost" accounts, being disrespectful of other users, internet bullying, spamming, and other things.
