Can You 'Take Over' Ownership Of A Spot?

i was just wondering, because i know you can take over a forum, if the user isn't active anymore, like a chatting forum. i was wondering if the user isn't active at all, could someone be given the spot owner privileges?

ha ha ha as if..those "owners" of forums dont know what they are talking aboot- like the person who gets to decide who may post? LAME..the reason people dont post on those is because they dont want to get in flamewars not cause the "forum owner" said so.
as for spots..the only thing you cant do for which you need the spot creator is changing the banner:

why do people always seem to think they own things on here whether it be spots or forums that is so lame no body owns anything, but I agree maybe just to avoid fights, but geesh people get over the ownership thing.

i wasn't talking about the need to own things. but it is a lot of hassle for the main four for something simple like a banner change. and as for the forums. when there is a foerum with members where the main pageneeds updated and they won't do it. you can take over it so that you can edit the main post, cause it's been done before.
