I think they were just easily persuaded. I don't think they intentionally wanted to oppress the non-benders. I believe that because Tarrlok convinced them that all non-benders were a threat, they feared that they, and all other benders, were at risk.

I believe it was more of a fear takes over thing. They were afraid of Amon; so much that they despratly sought out a leader and acted upon every word he said. He took advantage of their paranoia and twisted his words to please them and make them feel safe.
