I am a very character-oriented person and most of the time come up with a character (or even a cast of characters) and then work the story around them.

I have written little standalone stories in the past where I've written the plot before the characters, but I don't tend to have as much fun with those. Usually, I will design the characters, their backstories, the setting, lore and everything before actually coming up with any kind of specific plot.
