I think it was Vitani, Kiara persuaded her Simba to stop fighting, but even if Vitani hadn't walked over to the pridelanders the outlanders would have still attacked, so i think that if Vitani hadn't moved the fight would have carried on.

Vitani really goes up and joins the other side which makes all the other lions join, so Vitani.

For a lion who was raised into hating the Pride Landers, it took serious strength to choose to not fight, especially when her own mother threatened to kill her.

Vitani convinces the other lionesses to join Simba, so yes, she is the peace-maker.

I think Kiara was the real peacemaker, Vitani really got the Outlanders thinking, but they seemed confused until Zira spoke up and said they would kill her too then. Zira really made up the outlanders minds unintentionally.

both are peacemakers, because kiara made vitani see that they had to stop fighting and vitani made the other outlanders see that they had to cooperate

Well, when Kiara was a cub, her father told her that they were one. When she grew up, after Kovu's Exile, she looked at her reflection and saw she was only half. When she found Kovu, their reflections turned out to be one. Kiara was a pridelander and Kovu was an outlanlander. So Kiara says that they are all one. But then, we see Vitani change her mind. "Vitani, now!" But she refuses and says, "No, mother. Kiara's right." Then she turns and says. "Enough." Then all the other outlanders listen to Vitani and follow her. Then SImba allows them in the pride lands. Because of Vitani. But Vitani listened to Kiara and understood. So then, Kiara.
