He had enough for his character. Unless we want a comedy about his unsuccessful attempts to win Bella' s heart XD

He's not a really ... crucial character. I think that if he were to say more then it would have to be relevant to a certain situation to keep the movie going. It'd be like Bella having a conversation with him about cheese or something. It would have no real relevance to the film.
Maybe in the book it would have been more appropriate.

He was just as minor in the books. To give him more screen time, they'd have to make up random scenes and it wouldn't have added much, maybe just a few bits of comedy.
