Twilight Series Question

Now that this came to me....why didn't Victoria just kill Bella along with the werewolves?

In New Moon, the only thing keeping Bella safe from Victoria was Sam's pack constantly on their guard and getting to Victoria before Victoria could get to Bella.

Victoria was so close to getting Bella in the cliff scene, but she stopped because Jacob and Sam were there.

Why couldn't she just take Jacob and Sam while killing Bella?

Were there too many werewolves for her to fight on her own (which would make sense considering she used an army of newborns in Eclipse for assistance)?

I know she used an army to not fight the wolves, but to go after Bella in order for the wolves and eventually the Cullens to not be a problem.

I dont think she did because she was afraid. She knew she couldnt take them so she ran. And thats why she brought Riley to help her fight Edward,but she wasnt prepared for Seth.
