Are Rachel and Rebecca Black identical twins?

In a fan fiction I particularly like, they're described as identical, but I'm not sure if that's the writer's choice or if this is mentioned somewhere in the actual books. Can anyone remember whether they're identical twins or just fraternal twins?

But, as their physical descriptions are the same, and no difference in their appearance is established, perhaps it's safe to assume they are identical.
