How old physically do you believe Jane and Alec to be?

It never says in the books but from Bella's point of view they are smaller than her and scrawnier, yet obviously they must be teenagers or else the Volturi are hypocrites.

Because 10 years is about the minimal age to be considered children, and yet since Jane is described to be as tall as Alice is, and that height is the average height of a fourteen year old, and the median between 10 and 18 is 14.
