What would you guys say constitutes a ship happening?

The couple/s that are preventing the ship from happening have to break up first.

there has to be that one moment first, a look, a spark that let's them know that there's something there. then lots and lots of UST, the more the better. If the jump into it too fast, it becomes boring. They need to dance around each other, flirt a lot, but not touch.

They need to know each oter better and than fall in love.
