Even though he did illegal things and was always getting in trouble I believe he went to heaven because he did go back into the church to save Johnny, and because he was always a good friend when people needed him.

I think he went to a place of undecided. He was gallant and in some twisted way did the right think. He did not do enough good to go to heaven, but his care for Johnny makes it so he does not deserve to be sent to hell.
