No, that was "A Pup in Paris", which at the end Max tells Fran that he loves her, then takes it back. Niles snoops and finds out about it, from then on they call it
When Max first calls Ms Fine by her first name, it was the episode "Call me Fran". If I'm not correct, there was an episode when Fran and Max arrived home from somewhere, and she announced to everyone that Maxwell had said he loved her and didn't take it back.
