No, it's just bad luck. The Capitol didn't care about district 12 until Katniss started causing hell after the hunger games. If anything they probably wish Prim had never been chosen. Rue got picked too, and she's the same age as Prim.

I don't think so. I think it was just something that made the situation all the more horrible because the odds of her being picked were so very slim and the fact that she was chosen just proves how dangerous life is in Panem and how no one is truly safe there.

Katniss does hunt illegally, and the Capitol is constantly paranoid of rebellion so they "had" to punish Katniss. I wouldn't be surprised if they did make Prim's name the only name for the female tribute. If they had cameras up or something they could know about Katniss(and her hunting).

It COULD have been a punishment to Katniss (for engaging in activity that's technically illegal but nobody had actually cared enough to charge her with previously), given the (supposed-to-be) extreme unlikelihood of Prim's name being selected.

I doubt it. If they were caught hunting, I think they'd just be punished directly (executed) instead of sneaking around like that. I have considered the idea of them fixing the following year's reaping so that Prim'd be chosen again, instead of the Victors' Quarter Quell, though.

Also, Rue's name would have been in just the once too, unless she'd taken more for tesserae. Would she have been set up to punish someone too?
