Here's what I think. Before he was CLAIMED he didn't have the powers. Just like before Thalia and Jason went to camp, Jason wasn't a little flying two year old. His powers probably weren't strong enough to do anything until he was claimed, or acknowledged.

Well, Percy did have powers before he was claimed. Remember when they were on their field trip and that girl feel in the water? Students around them said that it was like "the water grabbed her". And then during Capture the Flag, he wasn't claimed until the very end, so the healing and everything else he'd done during the game previously was before he was claimed as well.

Probably for one he didn't know how to control his powers so he just get wet or maybe it was the mist or maybe even he just got clean and didn't notice he wasn't wet. Either way it's a great question...
