I'm not entirely sure of any romance shows, that's not really my thing, but...
Laugh scenes: 30 Rock, The Office (old episodes), Seinfeld, Modern Family.
Sexy actors/actresses: Supernatural.
Little Scary: The Walking Dead.

SUPERNATURAL has funny scenes has two sexy actors Jared and Jensen and is about spirits ghosts and alot more plus its a really great show

One of the best couples ever + Hilarious moments (it is a comedy show) + also has drama, mystery, a some scary parts since it's also an action show + hot actors = CHUCK.

As I can see you are a fan of the show Vampire Diaries I am go out on a limb and think that you would like a show similar to this. If you are older, 17 or older, I would recommend True Blood. I think this show will hit on all the points that you have listed you were looking for. It has been on the air for four years and will be continuing with it's fifth season this summer. As with the Vampire Diaries, it too is based on a book series. This show is about vampires living in the open in the world. They live on synthetic blood. The show takes place in the south as well, Louisiana. The show focuses around an ensemble cast that include academy award winner Ann Pacquin. The show includes vampires, were-animals, witches, and many other aspects of the supernatural world. I don’t was to give much away, but it has many of the same qualities that you like about TVD. I have posted a video about the cast, as sexy characters was a request.

i cant really help you with the romance, cause most of the shows i watch dont really include a lot of that.
COMEDY:
i would say MODERN FAMILY! its the best there is in my opinion for comedy.
If you like FRIENDS, you most probably like HIMYM ( how i met your mother) they have a similar storyline.
well COMMMUNITY another comedy.
i think if you wanted to THE OFFICE, its really funny but i think you have to watch the previous seasons, not the lastest.

SCARY:
i personally only watch like one or two episode of these series but they sound nice..
THE WALKING DEAD & AMERICAN HORROR STORY.

OTHERS: ( judging by the tv shows you listed in your profile)
PRETTY LITTLE LIARS: it has cute actors/actresses, their is romance and an element of suspense in the show( i wouldn't call it scary)
LYING GAME: a little like pretty little liars in terms of genre cause they were both from the same author who wrote books and turned into movies.
BONES: considering you watch castle, bones has a similar storyline and in my opinion is way better( i'm biased so sue me, sorry but i'm a huge bones fan, nothing against castle, just obssesed with the series)
PRIVATE PRACTICE: since you watch GA, you prob wouldn't mind the spin of, it isn;t as good as GA but the guys are hot there and it isn;t terrible :)
considering your list of tv shows; i think any show in the network of CW would suit you :)
