Why all demons can posses humans but lucifer need sam to accept him?

Yes, I forgot that in supernatural demons are made from angels and they are not fallen angels, therefor they have different abilities.... Thanks

As I understand it, Supernatural demons come from humans. Lucifer is a fallen angel, but he still works with angel rules.
