Metal Sonic.

Metal Sonic was the true main villain since he was pulling the strings, and was the driving force of the game. Dr Eggman didn't even do anything to prove he's the main villain, lol. And don't tell me it's because he created Metal Sonic because just because you created something doesn't mean you're the main villain (unless Dr Eggman was actually the one in charge pulling the strings).
