So, there are several things to do. If either you or your boyfriend performs oral sex, make sure that there is the appropriate protection against STDs (IE, use a condom/dental dam). I don't care if you're both virgins (or both claim to be)-- do it anyway.
He could finger you, as you say, or you can give him a handjob. These are both relatively low-risk sexual activities, but remember to wash your hands before and after the act.
Other low-risk activities include body rubbing and/or sensual massage. Turn the lights down low, buy some massage oil, and rub it on each other.
