First of all, I'm going to stamp on the standard disclaimer that if you are under the age of 18, be very very careful and discerning in your decision to have sex. If you decide to have sex, have it safely and smartly. Also, do not have sex with anyone OLDER than 18. Because then things can get really messy.
Also: There are other ways of taking relationships to the next level that do NOT involve physical intimacy. However, I think that in this case you used "intimate" as a euphemism for sexual activity, in which case you probably don't want to hear about all the other non-physical intimacy things.
So, there are several things to do. If either you or your boyfriend performs oral sex, make sure that there is the appropriate protection against STDs (IE, use a condom/dental dam). I don't care if you're both virgins (or both claim to be)-- do it anyway.
He could finger you, as you say, or you can give him a handjob. These are both relatively low-risk sexual activities, but remember to wash your hands before and after the act.
Other low-risk activities include body rubbing and/or sensual massage. Turn the lights down low, buy some massage oil, and rub it on each other.
Sandwiching my disclaimers: Only do what you are comfortable with. Do not break any state or national laws. Don't let anyone pressure you or tell you what to do. Be smart, be safe, and use this information WISELY. Like any good sex-ed teacher, I advise you to wait until you are ready. Youth is shortsighted, so remember you have the rest of your life ahead of you. Don't rush into anything. Don't make this decision lightly. And once again, BE SMART. Be informed. Know what you're doing, and how to do it safely.
That is all.
