Who created this spot?

This spot really needs a banner and icon, and despite the suggestions by becca in the forum, nothing has been done about it. I'd really like to know who created this spot so they can change this. =]
If no one replies, I'm thinking of making a pick for these the banner and icon, and send a message to Dave so he can change it.
