Pretty unlikely. Two years is a decent amount of time, but that seems a bit short to manage such a feat. Coby is, at least, much more likely, as he had discovered an innate ability to use Haki just before the time skip and was already a captain, leaving him with three ranks to rise in order to achieve it. Helmeppo was two ranks down from that, giving him 5 to cover in order to rise to vice admiral, and we have no inkling that he can use Haki.

Not to mention taht Coby has actually gotten a lot stronger over those two years... While there is no evidence that Helmeppo is strong enough to compete with him... XD
