Can anyone tell whether or not the Snow Queen is barefoot or wearing flats in the storybrooke scenes?

Keep in mind, i only noticed this cause i'm often a very observant person. i've been noticing that it looks like she's not wearing any shoes when she wears the dress she's usually seen wearing. I can't tell whether she's shoeless or just wearing flats.
