Since Regina went to see Belle there, it is a very safe assumption that she is the one that put Belle in the hospital. This is after she lied and told Rumplestiltskin that Belle was dead in fairytaleland, so it is also a safe assumption that she wants to keep those two apart. We just dont know why yet.
