I say Madara because he's been around for so long, around 1000 years. Aswell, Madara's body(Obito) is completely useless at the time,so he relies on his eyes. Thus, showing how skilled he must be with the sharingan. Sasuke is still young and developing the Sharingan techniques. Itachi was skilled with the Sharingan, but i believe madara was a tad more skilled.

I'm not sure but I think Sasuke is the most skilled ATM.
He also got Itachi's eyes so his Sharingan-power is doubled...

Danzo said Sasuke's Sharingan powers were NOTHING compared to Itachi's. Itachi can control time and space in his genjutsus. plus his susano'o had the yata mirror and the long sword. But Madara's can do that sucking jutsu.

Itachi or Madara... but we haven't actually seen "Madara" use the full power of his sharingan so I dunno. I assume it would be more powerful. Otherwise Itachi would have taken him down long ago.
