Yeah. Well really the elders and Danzo. The third didn't agree with sneaky things like this, but they did it behind his back. Danzo thought it was for the better, because they didn't trust the uchihas and thought they were planning to do something destructive to Konoha. And thats why sasuke wants to attack Konoha ^^ hope that helped.

yep to some degree konoha's responsible but it's the axiom of power seizing--- killing or killed they have no choice--both konoha and uchiha clan anyway if konoha didn't slay them they'll make an insurrection to massacre the mori no senju clan itachi definitely killed shisui he himself told sasuke
