Kate Beckinsale is a close second, but John Malkovich as a snotty Frenchman was just painful to hear. If you've never seen Johnny English, watch it. The movie is hilarious, except for when John Malkovich speaks.

i think it's amusing how most people will pick someone who's tried to impersonate their own accent e.g. Americans pick someone Australian trying to impersonate American or British pick an American trying to impersonate a British accent ect

Totally agree with Chel1395 but also Steve Martin in the Pink Panther. I think it was supposed to be French but it was just painful.

But Leo's South American I thought was good. Someone told me that's what the accent actually sounds like, but that person may be wrong, I wouldn't know.

I had to add this, because it was actually distractingly bad (which didn't help the less than average movie). Though it was a close call between this and almost all the cast of G.I. Joe: The Rise of Cobra.
Oh, and Gerard Butler's Irish accent in P.S. I Love You was also pretty horrendous (I love him and enjoyed the movie, but he should stick to Scottish).

Also in response to Saul_Mikoliunas about Steve Martin in Pink Panther, his accent was meant to be awful. He did it on purpose for comedic effect. Every single take they filmed for that movie, he did something different with the accent (though it was partly to try and make Beyonce laugh).
