Do you know what movie I mean?

Hello everybody!

I got a problem, there is this movie I saw many years ago, and I want to find it, but I have no idea what it it's called or who's in it.

Here a little of what I can remember:

There is two (or more) girls, and one of them is movies to her own apartment down at the beach. I think her dad isn't all happy about it. He's concern.

And when they are in the apartment we can se a man outside watching her trough a camera.

This is all I can remember from the movie, and I know it's not a lot. It's over 8 years since I've seen it..

If anyone thinks this seems a little familiar please tell me. Anything can help!!
