On Breaking News I think it's not fully Michael's voice. But I believe that song you posted is the same guy, Jason Malachi, who sings Bigger Man, Bad Girl, Mamacita, Let Me Let Go, and a few of the other said to be unreleased MJ songs...

I bet Jason Malachi sings 'Breaking News'.

If you listen to Jasons vibrato and compare it to Michaels you can hear its different. Michaels vibrato is softer. At least thats what i think.

Michael's voice is WAY different from that Jason dude. Michael's is more softer and Jason's is not that soft. All of us fans should know Michael's voice by heart, and if you don't I don't know what to tell you.

I listened the songs of this guy so many times.. and even if at the beginning you see that's similar.. the 2 voices are very different.
Michael's voice is much deeper, stronger and very soft in the same time.. very different of Jason's voice.
Jason's voice is not deep, not strong, not sweet like MJ's.. you can see the difference. Jason can't do the vocals that Michale did.
In the version acapella is much more clear.. I believe it's him. And if the songs Breaking News would be singed by MJ and Jason too, I mean if wouldn't be MJ all the time.. I think the difference it would be too much clear; there's just one voice in the song. And I believe is Michael's voice.
