Does this mean she likes me?

Well it's kind of hard to tell based on this one particular occasion, what I suggest is see how she acts around you over the next few weeks or so to see if she is trying to hint you something.

Watch for the questions she asks, the way she stands the way she walks and talks around you. Pay attention to her eyes, see if they light up when you talk about something in front of her. Subtle signs like these can tell so much more than words actually can.

Right now, she could either just have been very excited to go to the festival or she really does see you more than a friend. So just see how things go from here, it's too soon to assume anything about her feelings. Try asking her out, not on a date but just somewhere where you can have fun and since you both share an interest in Japanese culture that could be a real jump-off point for conversations when you meet.

I really do wish you the best, she sounds like a really sweet girl, just keep in mind that observation is key, see how she acts and then take her out and see if things grow :)
