Completely understandable why you like him, he bugs you but sometimes he's really sweet to you definitely might mean that he likes you, plus that he's your brother's best friend will cause you to like him too since you kinda know him. He might be a jerk to you sometimes because he likes you, i know everyone says this and it's kinda second grade, but it very well could be true. He acts this way because he likes you and wants your attention so he does that to get your attention because he knows no other way without making him look like a wuss to people. He probably wants to start things up because of what i just typed/said and he probably knows you better than most girls since of your brother. Good Luck! :)
