Alsalamo alaykum, so my friend wanted an answer and her question is: if a girl is no Tahira , can she still pray istikhara?

Istikhara is like a normal Nafl prayer. you cannot pray while you are in a state of impurity. However, you still can make Du'aa.

Are you sure? Cuz like my friend once prayed istikhara and Allah made her wish come true just like when u are Tahira.

Yup I am pretty sure.........Well thats another case perhaps your friend did not know that it wasn't good to pray or Allah had written that for her. She can pray Istikhara after her Menstruation finishes if she really needs to pray Istikhara in bitween then she can make Du'aa instead.
