it's revealed in Buon San Valentino that Germany finally remembers Chibitalia from HRE's point of view, so it's almost official! the theory that HRE lost his memory and became Germany later is practically true. There's definitely strong hint now that he's HRE.

In the manga version of buon san valentino it is implied (i'd say thrown at our faces) that germany has memories of a younger italy (aka chibitalia).

when Germany was Holy Roman Empire he went off to war remember? When he kissed Italy goodbye and said he'd come back? well I had read this and i believe it's true. that during the war Holy Roman Empire had gotten badly hurt and had forgotten his memories. so when Prussia saw that it was hurting Holy Rome, that he couldn't remember his past. Prussia Gave Holy Roman Empire a new name as German and he raised his brother to be strong and well the anime man he is today as Germany!
