Heroes Question

Is matt parkman jr's ability stronger than we thought?

I know it is a wierd question but think about it. He can turn stuff on by touch and can turn stuff off without touch. All depending on his emotions. He turned on hiro's dormant ability but can he turn it off? Can he turn off all abilities aswell? dont forget that he is only a baby!!
