Does anyone know who this is?

This is from the Deathly Hallows set, more specifically the Shell Cottage scenes. She has some weird earrings and blond hair, but I don't think that's Luna...And I also don't think it is Fleur, but who else could it be? It could be someone of the crew, but I think it is an actress...

Well i compared a that picture to a picture of Luna and i'm pretty sure its the same person. If your still not convinced try reading the chapter again and see if a character springs out that it might be.
