Yes, Fred is a character made by 16 year old Lucas Cruikshank. The character Fred is a hyper 6 year old who talks fast, and some might say he is crazy. He also wears a blue shirt (though in season two it was red because of an incident with the laundry) with "FЯED" written on it. He makes many comedy videos and puts them on YouTube under the name Fred. He has a crush on a classmate named Judy, who is dating his enemy Kevin. Fred also has a "cat with rabies" and several "squirrels," which are actually just Pomeranian dogs. He lives with his mother, who is a recovering drug-addicted and alcoholic. Some of Fred's choice foods are TV dinners and buttered mushrooms.
