Fanpop How do I create a Club?

I keep seeing the post saying there is a button to 'Create a Club' but I cannot see that button? Anyone have any ideas about how to create a club here?

Once you have become an established member, the "Create New Club" button will appear. Go to the Fanpop main page and that button is just below the "Pop Quiz" window.
