Why do some clubs have the option of suggesting a new background image, while in other clubs you can only suggest icons and banners?

I made a forum suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the poll for it. Other clubs have that option.

Why can you suggest background images for the first but not the second?

No, there's definitely a lot more members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
